Bhal, mostly a fishing village, is situated on a creek. Farming is the other means of livelihood. High school education was a distant dream since the village could provide for only the primary education. So the villagers joined a common effort of creating a high school. Almost everyone contributed and helped build the school in 1985. Two years later the school was recognized on no-grant-basis.

For some years the villagers fended for themselves and managed the school as well as they could. Times changed and they found that the mission was now getting out of their hands. So the managing body of the school approached Pen Education Society and the latter took over.
